英國(guó)高等教育的歷史發(fā)源于11世紀(jì)，早期的大學(xué)是名門(mén)望族的聚集地，人們來(lái)到大學(xué)僅僅是出于對(duì)學(xué)習(xí)的渴望；沒(méi)有考試，也從沒(méi)將學(xué)習(xí)和求職關(guān)聯(lián)在一起；早期的科目也大多和宗教及神學(xué)相關(guān)，發(fā)展也非常緩慢。
至19世紀(jì)初，英格蘭僅有Oxford和Cambridge兩所大學(xué)；蘇格蘭有Aberdeen, Edinburgh, Glasgow 和St Andrew四所大學(xué)；愛(ài)爾蘭和威爾士還沒(méi)有大學(xué)；19世紀(jì)工業(yè)革命之后，大學(xué)的功能有了巨大的改變，成為培養(yǎng)科學(xué)家、工程師、經(jīng)理和教師的搖籃，之后英國(guó)大學(xué)經(jīng)過(guò)三次擴(kuò)張發(fā)展到今天的規(guī)模。因而英國(guó)大學(xué)按照其成立的年代大致分為以下三類：

60年代當(dāng)代大學(xué)
英國(guó)大學(xué)數(shù)量擴(kuò)張的第二個(gè)時(shí)期是60年代中葉，其中包括12所技術(shù)大學(xué)和9所綠地校園大學(xué)，以滿足當(dāng)時(shí)英國(guó)文化經(jīng)濟(jì)發(fā)展的需要，共計(jì)22所。

英國(guó)大學(xué)數(shù)量擴(kuò)張的第三個(gè)時(shí)期是90年代初，多為1992年；共計(jì)56所，大多新大學(xué)的歷史并不新，甚至也有上百年的歷史，但其成立之初并非大 學(xué)，而是大專、技術(shù)學(xué)院等；至90年代初英國(guó)政府為滿足國(guó)內(nèi)及海外日益上升的教育需求而升格為大學(xué)。
