    Several competitive scholarships with varied amounts are available for students wishing to study at Hokkaido University. Below are a selection of scholarships that you can apply for prior to leaving your home country. Whether securing prior to enrollment or after starting studying here at Hokkaido University, in the years 2012-2013, around 48% of Hokkaido University’s International Students were receiving some form of scholarship.

    一、Japanese Government scholarship
    The Japanese Government (Ministry of Education, Culture, Sports, Science and Technology, or “Monbukagakusho”) offers scholarships you can apply for before arriving in Japan. Here are methods to secure a ‘Monbukagakusho Scholarship’.
    Receive a recommendation to MEXT from the Japanese Embassy or Consular Office in your country. To receive a recommendation, you need to pass a primary screening conducted by the local embassy with cooperation from your country’s government. For more details, inquire at your local Japanese Embassy or Consular Office.
    Students coming to Hokkaido University can also apply through our University. Application is made through your prospective advisor. University recommendation is only available to Graduate Level Research students. Undergraduate Students are ineligible to apply.
    日本政府獎學金
    日本政府(文部科學省)提供有獎學金,在出國之前就可以申請。以下介紹申請日本政府獎學金的辦法。

    ―2017 Application Guidelines―

    Hokkaido University is seeking applicants for Hokkaido University President’s Fellowship, for prospective
    international students seeking master’s, professional, or doctoral degrees that plan to enroll in October 2017.
    Applicants must possess an excellent academic record as well as a strong interest in Hokkaido University and
    Japanese culture.
    北海道大學正在尋找北海道大學校長獎學金申請人。該獎學金適用于計劃在2017年10月注冊的學習碩士、職業(yè)或博士學位的未來學生。
    申請人必須具有優(yōu)秀的學業(yè)成績,必須對北海道大學和日本文化有濃厚的興趣。
    1 Eligibility Requirements
    (1) Applicants must be current or alumni students of universities that have concluded Inter-University Exchange
    Agreements and a Memorandum of Understanding on Student Exchange with Hokkaido University. Students who
    are already enrolled at Hokkaido University can not apply for this scholarship. Applicants must be self-supporting,
    without other scholarships or fellowships when enrolling in Hokkaido University.
    (2) Applicants must possess a GPA that is in the top 25% of their class or an equivalent level at their home
    university (Applicants who possess equivalent GPA levels must be certified by the president of their home
    university).
    1.申請資格
    (1) 申請人必須是當前在校生或畢業(yè)生,所在大學必須與北海道大學簽有大學交換協(xié)議和交換生理解契約書。已經(jīng)注冊北海道大學的學生不可以申請該獎學金。申請人必須自立,入學北海道大學的時候不能享受其他獎學金或助學金。
    (2) 申請人的累積平均成績(GPA)必須是班級前25%或者是所在大學的同等水準。具有同等累積平均成績的申請人,必須經(jīng)過所在大學的校長證實。
    2 Amount
    (1) Regularly enrolled students: Approximately 2,300,000 yen for the 1st year (apx. 1,800,000 from the 2nd year) which includes examination fees, enrollment fees, course fees (exempted), and the monthly stipend.
    * Non-regular students (research students): for details on the amount, see Appendix: Monthly Benefits).
    2.獎金額
    (1) 統(tǒng)招生:第一學年大約 2,300,000 日元,第二學年起大約 1,800,000日元。獎金額包括考試費、注冊費、課程費(免除)和月度助學金。

    Monthly stipend: 100,000 yen.
    In addition to the monthly stipend, 220,000 yen (70,000 yen for research students) is paid in the month of
    enrollment with an additional 35,000 yen the following April and October (for details on the monthly stipend, see
    page 4, Appendix: Monthly Benefits) to cover the Fellowship recipient’s travel expenses (when coming to Japan
    and returning to their home country at the completion of their studies) and material’s fees for texts and
    miscellaneous expenses.
    月度助學金: 100,000 日元

    Students are eligible to live in the University dormitory during the benefit period.

    3 Length of the Fellowship
    Fellowships are awarded for the periods below. Note that the length of the Fellowship will not be extended where students who enroll initially in a master’s course then decide to pursue further studies.
    (1) Master’s Degree: Maximum of 2 years
    (2) Professional Degree (Accounting and Public Policy): Maximum of 2 years
    (3) Professional Degree (Law): Maximum of 3 years
    (4) Doctoral Degree: Maximum of 3 years
    (5) Doctoral Degree in Medicine, Dentistry, Veterinary Medicine, or Clinical Pharmacy: Maximum of 4 years
    * For research students before enrolling in any of the above (1)~(5): Maximum of 6 months

    6 Required Documents
    (1) A completed Application for Hokkaido University President’s Fellowship (Form 1).
    Before submitting the application, please make sure to contact your prospective advisor directly and consult
    with them concerning the topic and plan of your research.
    (2) Consent letter written by your prospective supervisor (no set form).
    (3) Official Transcripts
    For a doctoral degree, both undergraduate and graduate transcripts must be submitted.
    (4) A letter of recommendation from an advisor at your university (no set form).
    (5) Official candidacy announcement from your university’s president to the President of Hokkaido University (no
    set form).

    7 How to Apply
    (1) Applicants must submit the above documents to their university.
    (2) Each affiliated University must select ONE candidate, and send the required documents to Hokkaido University within the application period.
    * Applications sent directly from the applicant will not be accepted.
    * Please note that submitted documents will not be returned.
    * In case of any change on the applicant’s status, please be sure to inform us through the affiliated University as soon as possible.
    7.申請辦法

    8 Selection Criteria
    Hokkaido University will review the documents submitted and select candidates based on the criteria below:
    (1) Suitability of field of study and study program
    (2) Excellence of transcripts
    (3) Letter of recommendation
    (4) Strong interest in Hokkaido University
    The University may request further information or an interview during the screening process

    9 Notification of Award
    Results of the selection process will be forwarded in writing to the affiliated universities.

    10 Entrance Examination and Final Decision of Awards
    (1) Candidates selected for President’s Fellowship must pass the entrance examinations and complete enrollment procedures within the designated period.
    (2) On completion of the above procedures, the award of President’s Fellowship will be confirmed.

    11Responsibilities of Fellowship Recipients
    (1) To receive the Fellowship, recipients must confirm their attendance at Hokkaido University by presenting
    themselves at their departmental administrative office by the 5th day of each month.
    (2) Fellowship recipients must consult with their supervisors and write a Fellowship Study Plan (Form 2) within
    two weeks of the beginning of each semester. The form must be submitted to the Executive Director of the
    Institute for International Collaboration.
    (3) Fellowship recipients must report on the progress of their study and research.
    (4) Fellowship recipients must actively participate in the following activities as long as they do not interfere with
    their studies and research:
    A) Contribute newsletter articles
    B) Assist University visitors from overseas
    C) Make a presentation in the International Talk series organized by the Institute for International
    Collaboration
    D) Participate in any other activities required by the Institute for International Collaboration
    11.獲獎學生的責任
    (1)為了拿到獎學金,獲獎人必須在每月的第五天之前到部門行政管理辦公室,對他們在北海道大學的出勤進行確認。
    (2)獲獎人必須和指導老師協(xié)商,在每個學期開學的前兩周之內(nèi)寫作獎學金學習計劃。計劃表必須提交到國際合作機構的執(zhí)行主任處。
    (3)獲獎人必須提交學習和研究進展報告。
    (4) 只要不影響學習和研究,獲獎人必須積極參加以下活動:
    寫作通訊文章
    幫助海外來訪北海道大學的學生
    出席國際合作組織的國際系列訪談
    參加國際合作組織要求的其他任何活動
    12 Suspension of Fellowships
    Fellowships will be terminated by the University in the following cases:
    (1) If the Fellowship recipient does not complete enrollment procedures
    (2) If the Fellowship recipient is expelled from the University under Article 20 of the General Rules of Graduate
    Schools of Hokkaido University (March 17,1954, HU Doc No.3; hereinafter referred to as General Rules of
    Graduate Schools)
    (3) If the Fellowship recipient is disciplined under Article 26 of the General Rules of Graduate Schools
    (4) If the Fellowship recipient is reprimanded under Article 6(3) (est. March 27, 2006) of the regulations
    concerning disciplinary action for students of Hokkaido University
    (5) If the Fellowship recipient has completed their course of study as stipulated in Article 22(1),(2), (4), Article
    23, and Article 23-2(2) of the General Rules of Graduate Schools
    (6) If the Fellowship recipient is unable to complete their studies within the designated time frame for their
    course of study
    (7) If the Fellowship recipient who first enrolled as a research student is unable to enroll in graduate school
    within the designated timeframe of the Fellowship
    (8) If the Fellowship recipient temporarily withdraws from the University. Should the recipient wish to return to
    the University, payment of the Fellowship may be resumed, starting from the month following the recipient’s
    return; however, the length of the Fellowship (No.3, Length of Fellowships) will not be extended
    12.暫停獎學金
    如有以下情況,北海道大學將不再發(fā)放獎學金:
    (1)如果獲獎人未能完成注冊
    (2) 如果根據(jù)北海道大學研究生院通則第20條(1954年3月17日,北海道大學3號文件;以下簡稱研究生院通則),獲獎人被北海道大學辭退
    (3)如果獲獎人違反了研究生院通則第26條規(guī)定
    (4) 如果根據(jù)研究生院通則第6條關于北海道大學學生紀律處分的規(guī)定,獲獎人被懲罰
    (5) 如果獲獎人已經(jīng)完成研究生院通則第22、23條規(guī)定的課程
    (6)如果獲獎人未能在課程框架的規(guī)定時間內(nèi)完成學業(yè)
    (7) 如果獲獎人原先以研究生身份注冊,但未能在獎學金指定時間內(nèi)注冊研究生院
    (8) 如果獲獎人臨時從北海道大學退學。如果獲獎人想返校,可以繼續(xù)拿獎學金,獎學金在返校之后的第一個月發(fā)放;不過不能延長獎學金期限。

    This scholarship is provided based on a special grant program conducted by each graduate school, and please note not all graduate schools participate in it.

    The payment of school and living expenses (160,000 per month) will be made to the scholarship students during their study in Japan.
