Three Councilors and Nine Ministers
The central official system of "Three Councilors and Nine Ministers" was established by Ying Zhen, the King of the State of Qin. The system was centered on the emperor. As the leader of the three councilors, the prime minister assisted the emperor in handling national political affairs, top military and official affairs, and controlled official memorials. The prime minister issued decrees of the emperor and supervised national affairs. The "nine ministers" generally referred to high-ranking administrative officials ranked below the three councilors of the central government. The "minister" position during the Han and Qin Dynasties did not refer to the nine positions. The nine ministers reported to the prime minister and handled political affairs.
