清華學(xué)生：謝謝您給我提后這個問題的機(jī)會。我以前有幸讀過您的一本自傳，您提到美國社會存在的一些社會問題，校園犯罪，青年暴力，貧困兒童問題。據(jù)我所知，我們清華一位校友去年在美國就學(xué)期間被槍殺了，這種問題現(xiàn)在還在越演越烈。作為美國的總統(tǒng)，您對解決目前美國的人權(quán)狀況有何打算呢？
THE STUDENT: Thank you, Mr. President, for giving me the last chance to ask you a question. I have read your autobiography, and in it you wrote about some social problem in the U.S. today, just like the violence in campus and juvenile delinquency, and such as the children in poverty. And we know -- a former schoolmate of our university, Tsinghua, and he studied in USA and was killed last year. And I feel so sad. And I know this kind of crime has become more and more serious in today U.S. As the President, do you have any good plan to improve the human rights today in the U.S.? Thank you.
PRESIDENT BUSH: Sure. Well, first of all, I'm proud to report that violent crime actually is going down. But any crime is too much crime. I mean, anytime somebody is violent toward their neighbor, it's too much violence. And there's no question, we've got people living in poverty. But, as I mentioned, our government is very generous in the amounts of money we spend trying to help people help themselves. When we all campaigned for office, one of the big debates is how best to help people help themselves.
布什總統(tǒng)：首先要告訴你們的是，現(xiàn)在暴力犯罪率在美國已經(jīng)開始下降了，但是只要有一起犯罪案就算太多了。只要一個人對他的鄰居會施行暴力，那就是不能接受的。在美國的確有很多人還處在貧困當(dāng)中，美國政府花了很多的金錢來幫助這些處在貧困的人,希望他們以后能夠自力更生。當(dāng)我們競選的時候，我們大的討論或者是一個辯論的題目就是如何幫助別人自力更生。
Foreign policy is an important part of our campaigns, of course -- at least for President. But the American voter really is more focused on domestic politics, what's happening at home, as you can imagine. If the economy is soft, like ours is now, they want to know what's going to happen -- what are you doing about the economy? If the economy's good, then they don't talk much about the economy.
當(dāng)然，對美國總統(tǒng)來說，在選舉的時候，外交問題也是一個重要的課題，但是美國的選民他們更注意的是國內(nèi)的政治局勢，他們比較關(guān)注國內(nèi)的問題，所以當(dāng)一個經(jīng)濟(jì)出現(xiàn)疲軟的時候，好像在美國目前的情形他們就要知道你要怎么樣來拯救經(jīng)濟(jì)，如果經(jīng)濟(jì)情況好的話，他們根本不談經(jīng)濟(jì)。
But always we talk about two key issues to address your problem. One is welfare; how do we structure a welfare system that helps people in need, and in my judgment, should not make them dependent upon their government.
我們常常在競選的時候談到兩個主要的關(guān)鍵問題，第一個就是我們社會保障制度的結(jié)構(gòu)問題，就是我們?nèi)绾蝸韼椭绹男枰鐣＠娜?，我們幫助他們有一個條件就是不能讓他們過渡的或是長期的依賴政府。
And the other big issue is education. It's always not only an important part of campaigns, but it's an important part of being -- once you're in office.
另外一個主要的常常討論的問題就是教育，這個問題有時候可能在競選的時候不是那么重要，但是當(dāng)你當(dāng)選了以后就非常的重要了。
When I was the governor of Texas, I used to always say, an educated child is one less likely to commit a crime.
當(dāng)我還是當(dāng)?shù)驴怂_斯州的州長的時候，我常常說一件事情，如果你能夠給一個兒童非常好的教育，你就能夠避免他以后出去犯罪。
As a governor, and now as President, I have spent a lot of time working with members of both political parties to develop an education plan that starts making sure children learn before they just get shuffled through the system.
當(dāng)了總統(tǒng)以后，我和兩黨的議員們都希望能夠制定一個計劃，就是幫助學(xué)齡前的兒童能夠有一個非常好的開始，還沒有到學(xué)校他們就開始學(xué)習(xí)了。
One of the saddest facts about my country is that there are a significant number of fourth grade students who cannot read at grade level.
現(xiàn)在的美國一個比較令人悲傷的一個事實就是現(xiàn)在的美國有一些四年級的小學(xué)生他們沒有辦法達(dá)到他們那個年級的閱讀能力。
Imagine a child who can't read in the fourth grade is a child that's not going to be able to read in the eighth grade. And if a child can't read in the eighth grade, it's likely that child's not going to be able to read sufficiently when they get out of high school, and therefore won't be able to go to college. It's a shame in America that that's the case.
如果你想想四年級還不能閱讀的話，他到初二的時候就更不能閱讀，他畢業(yè)了之后，就更沒有辦法以后再繼續(xù)的上大學(xué)，如果這種情緒繼續(xù)下去的話，對美國來說也是一個死路。
So as part of an education bill I managed to get through Congress last year, we've got a significant reading initiative, where we'll work with the states and the local jurisdictions to focus on an education program that emphasizes reading. This year I hope to work with my wife and others on a early childhood development program, so the youngsters get the building blocks to learn how to read.
所以，在去年的時候我就向國會呈上了一個議案，我們在國會中經(jīng)過了很多的討論，今年我也是希望和州一級和地方政府的立法機(jī)關(guān)我希望能夠就這個問題繼續(xù)推動這個創(chuàng)意，我想我們的重點是放在教他們在閱讀方面，今年我和我的夫人繼續(xù)推動一個計劃就是學(xué)齡前的兒童能夠得到教育。

Because education is the best anti-crime program. It's important to enforce law. It's important to hold people accountable for their actions. It is important to have consistent policy that says, if you harm somebody, there will be a punishment for that harm.
因為我覺得教育就是反犯罪的一個好的途徑，執(zhí)法是非常重要的，讓人們因為自己的行為而受到懲罰或者是負(fù)起責(zé)任是很重要的，但是我們堅持我們的政策的一致也是非常重要的，就是說你如果犯罪了，你就必須受刑法。
But in the best interests for my country, the long-term solution is to make sure the education system works for everybody. And when that happens, there will be a more hopeful future for people, and there will be less poverty, less hopelessness, and less crime. Listen, thank you for letting me come.
所以符合美國的利益的能夠長期解決這個問題，就是讓每人都有受教育的機(jī)會，我想這對我們的未來是非常好的，謝謝大家。
