切尼譴責莫斯科進行能源訛詐

美國副總統(tǒng)切尼說,俄羅斯政府“不公平、也不合適地”限制其公民的人權。他警告莫斯科不要利用石油和天然氣財富脅迫其他國家。切尼星期四在立陶宛首都維爾紐斯舉行的一個波羅的海和黑海國家會議上發(fā)表講話。美國副總統(tǒng)切尼還說,俄羅斯那些“反民主”的人制定的政策可能會影響克里姆林宮和其他國家的關系。
    切尼批評俄羅斯今年早些時候由于價格爭議切斷烏克蘭天然氣供應的做法。他說,當石油和天然氣被用作操控和脅迫手段時,對誰都沒有好處。
    美國副總統(tǒng)切尼說,布什政府將表明,當周邊國家都成為強大和穩(wěn)定民主國家時,俄羅斯無需害怕,反而會受益無窮。

    Cheney Decries Moscow's 'Energy Blackmail'
    U.S. Vice President Dick Cheney says the Russian government is "unfairly and improperly" restricting its citizens' human rights. He has warned Moscow not to use its oil and gas wealth to blackmail other states.
    Mr. Cheney was speaking today (Thursday) in the Lithuanian capital, Vilnius, at a conference of Baltic and Black Sea states. The American vice president says the policies of those who are "opponents of democracy" in Russia could affect the Kremlin's relations with other countries.
    Mr. Cheney criticized Russia's decision to cut off natural gas supplies to Ukraine earlier this year, during a pricing dispute. He said no one gains when oil and gas are used for "manipulation or blackmail."
    The U.S. vice president says the Bush administration will make it clear that Russia has nothing to fear and everything to gain from having strong and stable democracies on its borders.
