Good afternoon. I am very pleased to meet you with President Barroso. Let me once again extend a warm welcome to President Barroso, High Representative Ashton and the EU commissioners.
這是《里斯本條約》生效和新一屆歐盟委員會(huì)成立之后，中歐第一次高層會(huì)晤，也是以往中歐領(lǐng)導(dǎo)人對(duì)話的繼續(xù)。雙方就中歐關(guān)系和重大國(guó)際問(wèn)題坦誠(chéng)、深入交換了看法，達(dá)成廣泛共識(shí)。
This is the first high-level meeting between China and the EU since the entry into force of the Lisbon Treaty and the formation of the new European Commission. It is also a continuation of the previous dialogues between Chinese and EU leaders. The two sides had a candid and in-depth exchange of views on China-EU relations and major international issues, and reached broad consensus.

I wish to stress the following points:
第一，中歐加強(qiáng)戰(zhàn)略合作面臨難得機(jī)遇。2003 年中歐建立全面戰(zhàn)略伙伴關(guān)系，這一歷史性抉擇對(duì)于今天中歐共同應(yīng)對(duì)國(guó)際金融危機(jī)和全球性挑戰(zhàn)具有重大而深遠(yuǎn)的影響。中歐沒(méi)有根本利害沖突，也沒(méi)有懸而未決的重大歷史問(wèn)題。雙方都主張世界多極化和文明多樣性，認(rèn)為重大國(guó)際事務(wù)的決策應(yīng)該民主、公開(kāi)、透明，要加強(qiáng)聯(lián)合國(guó)作用，增加發(fā)展中國(guó)家在重要國(guó)際機(jī)構(gòu)中的代表權(quán)，支持自由貿(mào)易和加強(qiáng)國(guó)際金融監(jiān)管，推進(jìn)應(yīng)對(duì)氣候變化國(guó)際合作。中歐在改善全球治理方面的共識(shí)遠(yuǎn)遠(yuǎn)大于分歧。雙方要堅(jiān)持從戰(zhàn)略高度看待共同利益，加強(qiáng)協(xié)調(diào)配合，攜手推動(dòng)建立國(guó)際政治經(jīng)濟(jì)新秩序。
First, we face valuable opportunities for enhancing China-EU strategic cooperation. China and the EU established the comprehensive strategic partnership in 2003. This historic decision has a significant and profound impact on our joint response to the international financial crisis and global challenges. There is no conflict of fundamental interests or unsettled major historical issues between China and the EU. We both stand for world multipolarity and cultural diversity. We both believe that decisions for major international affairs should be made in a democratic, open and transparent manner. And we both believe it is important to strengthen the role of the United Nations, increase the representation of developing countries in major international institutions, support free trade and more stringent international financial supervision and regulation, and advance international cooperation on climate change. China and the EU have far more consensus than differences in improving global governance. We should continue to view our common interests from a strategic perspective, strengthen coordination and collaboration and work together to build a new international political and economic order.
第二，加強(qiáng)相互理解、信任和支持。中國(guó)的改革開(kāi)放取得了巨大成就。國(guó)家綜合實(shí)力和國(guó)際地位得到顯著提升。但中國(guó)政府和領(lǐng)導(dǎo)人對(duì)面臨的問(wèn)題和挑戰(zhàn)是清醒的，堅(jiān)持改革開(kāi)放、走和平發(fā)展道路的決心是堅(jiān)定的，對(duì)國(guó)家和民族的未來(lái)充滿信心。中國(guó)一定會(huì)承擔(dān)更多的國(guó)際責(zé)任，這不僅是國(guó)際社會(huì)的期待，也符合中國(guó)的利益。
Second, we should enhance mutual understanding, trust and support. China has made considerable progress in the course of reform and opening-up. And China's overall strength and international standing have significantly risen. That being said, the Chinese government and leaders are keenly aware of the problems and challenges China faces. We are firmly committed to reform and opening-up and the path of peaceful development. We have full confidence in the future of China and the Chinese nation. China will undertake greater international responsibilities. This not only meets the expectations of the international community, but also serves China's own interests.
歷史告訴我們，任何偉大的事業(yè)都不可能一帆風(fēng)順，不可能一蹴而就。我們這樣看待自己的發(fā)展，也這樣看待歐盟的發(fā)展。中國(guó)堅(jiān)定支持歐洲各國(guó)聯(lián)合自強(qiáng)的努力，從不干涉歐盟內(nèi)部事務(wù)，認(rèn)為歐洲是獨(dú)立的一極，相信一個(gè)強(qiáng)大的歐盟可以為促進(jìn)世界和平發(fā)展發(fā)揮更加積極的作用。不管國(guó)際風(fēng)云如何變幻，中歐要同舟共濟(jì)，攜手并進(jìn)。雙方要加強(qiáng)文化、青年、媒體交流，鞏固中歐關(guān)系的民意基礎(chǔ)。
History tells us that when pursuing a great cause, we could never expect a smooth sail or reach the destination overnight. That is how we see our own development. That is also how we see the development of the European Union. China firmly supports the efforts of European countries for self-enhancement through unity, and has never interfered in the EU's internal affairs. We believe Europe is an independent pole in the world and a strong EU can play a more positive role in promoting world peace and development. No matter how the international landscape may evolve, China and the EU should always join hands and forge ahead like passengers in the same boat. And we should strengthen cultural, youth and media exchanges to consolidate the popular basis for China-EU relations.
第三，擴(kuò)大各領(lǐng)域的務(wù)實(shí)合作。雖然國(guó)際金融危機(jī)對(duì)中歐經(jīng)濟(jì)造成嚴(yán)重沖擊，但雙方合作的優(yōu)勢(shì)沒(méi)有改變，潛力還很大。當(dāng)前，中歐都在積極調(diào)整發(fā)展戰(zhàn)略，更加重視經(jīng)濟(jì)社會(huì)協(xié)調(diào)發(fā)展，更加重視科技創(chuàng)新，更加重視可持續(xù)發(fā)展，這為雙方合作提供了廣闊空間。中歐合作應(yīng)該以經(jīng)貿(mào)合作為基礎(chǔ)，高新科技合作為引領(lǐng)，綠色經(jīng)濟(jì)合作為重點(diǎn)，充分發(fā)揮企業(yè)的主體作用和市場(chǎng)的導(dǎo)向作用。
Third, we should expand practical cooperation in all fields. Although the international financial crisis has seriously affected our economies, the advantage of our cooperation has not changed and there is still much potential. Both China and Europe are making active adjustments to development strategies, with greater focus on balanced socio-economic development, scientific innovation and sustainable development. This has opened up broader prospects for our bilateral cooperation. China-EU cooperation should be anchored on economic cooperation and trade and driven by high-tech cooperation. We should take green economy as a priority in our cooperation and bring into full play the primary role of enterprises and the steering role of the market.
中歐要共同努力，實(shí)現(xiàn)雙方貿(mào)易總體平衡和可持續(xù)增長(zhǎng)。中方愿繼續(xù)向歐盟國(guó)家派出貿(mào)易投資促進(jìn)團(tuán)，擴(kuò)大從歐方的進(jìn)口，并考慮設(shè)立專項(xiàng)資金，鼓勵(lì)雙方中小企業(yè)開(kāi)展合作。
China and the EU should make joint efforts to achieve the overall balance and sustainable growth of the bilateral trade. China will continue to send trade and investment promotion missions to EU countries and increase imports from Europe. We will also consider setting up a special fund to encourage SME cooperation between the two sides.
歐盟應(yīng)該盡快承認(rèn)中國(guó)完全市場(chǎng)經(jīng)濟(jì)地位，使中國(guó)企業(yè)獲得公平競(jìng)爭(zhēng)待遇，簡(jiǎn)化中國(guó)商務(wù)人員赴歐洲簽證手續(xù)，實(shí)現(xiàn)中歐審計(jì)公共監(jiān)管體系等效，減少各種壁壘，為中國(guó)企業(yè)在歐洲擴(kuò)大貿(mào)易和投資提供更具吸引力的環(huán)境和條件。
The EU should recognize China's full market economy status as soon as possible so that Chinese enterprises can receive fair treatment in competition. We hope that the EU will simplify visa procedures for Chinese businessmen, enable equivalence of our public audit oversight systems, remove various barriers and provide a more appealing environment and conditions for Chinese enterprises to expand trade with and investment in Europe.
我注意到有些外國(guó)在華企業(yè)家對(duì)中國(guó)投資環(huán)境發(fā)表的言論。為加強(qiáng)同他們的交流，我主動(dòng)提出記者會(huì)后與巴羅佐主席共同會(huì)見(jiàn)歐盟在華企業(yè)家代表。在此，我愿意表示，中國(guó)政府堅(jiān)定不移地實(shí)施對(duì)外開(kāi)放政策，致力于為外國(guó)企業(yè)和中國(guó)企業(yè)等所有市場(chǎng)主體創(chuàng)造一個(gè)公平競(jìng)爭(zhēng)的市場(chǎng)環(huán)境。中國(guó)正以認(rèn)真和積極態(tài)度開(kāi)展加入世貿(mào)組織《政府采購(gòu)協(xié)定》談判。涉及政府資金的采購(gòu)和建設(shè)項(xiàng)目，都采取公開(kāi)透明的辦法，平等對(duì)待中國(guó)企業(yè)和在華外資企業(yè)及其產(chǎn)品。鼓勵(lì)自主創(chuàng)新的政策對(duì)中國(guó)境內(nèi)所有企業(yè)一視同仁，不會(huì)把外資企業(yè)排除在外。中國(guó)政府將進(jìn)一步增加決策透明度，規(guī)范行政行為，及時(shí)發(fā)布發(fā)展規(guī)劃、產(chǎn)業(yè)政策、準(zhǔn)入標(biāo)準(zhǔn)、行業(yè)動(dòng)態(tài)等信息。我們歡迎外國(guó)企業(yè)參與中國(guó)改革開(kāi)放進(jìn)程，依法經(jīng)營(yíng)，分享中國(guó)經(jīng)濟(jì)發(fā)展帶來(lái)的機(jī)遇和成果。
I have taken note of the remarks on China's investment environment made by some foreign entrepreneurs in China. To enhance communication with them, I proposed to President Barroso for a joint meeting with representatives of the European entrepreneurs in China after the press conference. Here I want to say that the Chinese government will unswervingly pursue the opening-up policy and endeavor to create a market environment of fair competition for all market players, foreign and Chinese enterprises alike. China is now seriously and actively engaged in negotiations for China's accession to the Government Procurement Agreement of the World Trade Organization. We treat Chinese and foreign enterprises and their products as equals in procurement and construction projects involving government funds in an open and transparent way. The policy of encouraging indigenous innovation provides the same treatment for all enterprises that operate on Chinese soil, and foreign enterprises will not be excluded. The Chinese government will further increase the transparency of decision making, regulate administrative conducts and provide timely information on development plans, industry policies, access standards and industry development. We welcome foreign enterprises to take part in China's reform and opening-up process, run businesses according to law and share the opportunities and fruits of China's economic development.
第四，國(guó)際社會(huì)要共擔(dān)責(zé)任，鞏固世界經(jīng)濟(jì)復(fù)蘇勢(shì)頭。盡管國(guó)際金融危機(jī)的沖擊正在減弱，世界經(jīng)濟(jì)和貿(mào)易開(kāi)始回升，但真正戰(zhàn)勝危機(jī)還需要各國(guó)在今后相當(dāng)長(zhǎng)的時(shí)期內(nèi)作出不懈努力。特別要從引發(fā)危機(jī)的根源上加強(qiáng)治理，堅(jiān)定不移地反對(duì)形形色色的貿(mào)易保護(hù)主義。中國(guó)愿與歐方在20國(guó)集團(tuán)和其他重要多邊機(jī)制中，就涉及世界經(jīng)濟(jì)金融的重大問(wèn)題加強(qiáng)溝通協(xié)調(diào)。
Fourth, the international community should undertake joint responsibilities and consolidate the momentum of world economic recovery. Although the impact of the international financial crisis is waning and the world economy and trade are picking up, we still need to make unremitting efforts for a fairly long time to come if we are to truly prevail over this crisis. In particular, we should improve governance, addressing the root causes of the crisis, and stand firm against trade protectionism in various forms. China stands ready to strengthen communication and coordination with the EU on major international economic and financial issues within the G20 and other major multilateral institutions.
第五，應(yīng)對(duì)氣候變化涉及全人類的命運(yùn)，包括中國(guó)的利益。中國(guó)通過(guò)積極參加哥本哈根氣候變化大會(huì)，向世界表明了致力于推進(jìn)氣候變化國(guó)際合作的堅(jiān)定意愿和實(shí)際行動(dòng)。我們理解歐盟和國(guó)際社會(huì)對(duì)中國(guó)節(jié)能減排的關(guān)注。我要強(qiáng)調(diào)的是，中國(guó)言必信、行必果，不管有多大困難，都會(huì)努力實(shí)現(xiàn)自主決定的控制溫室氣體排放行動(dòng)目標(biāo)。我們?cè)敢庠趫?jiān)持“共同但有區(qū)別的責(zé)任”原則基礎(chǔ)上，與歐方一道推動(dòng)有關(guān)談判不斷取得進(jìn)展。
Fifth, climate change concerns the destiny of all mankind, China's interests included. By actively participating in the Copenhagen climate change conference, China has demonstrated to the world its firm commitment to and concrete actions for advancing international cooperation on climate change. We understand that the EU and the international community pay much attention to China,s energy conservation and emission reduction efforts. What I want to stress is that China will honor its words with result-oriented actions. No matter how difficult the task is, we will endeavor to meet our voluntary target for controlling greenhouse gas emissions. We want to work with the EU to push for progress in the relevant negotiations on the basis of adhering to the principle of "common but differentiated responsibilities".
第六，中國(guó)致力于維護(hù)國(guó)際核不擴(kuò)散體系，維護(hù)中東地區(qū)和平穩(wěn)定。中方將繼續(xù)本著負(fù)責(zé)任和建設(shè)性態(tài)度同有關(guān)各方保持溝通，為伊核問(wèn)題早日妥善解決發(fā)揮積極作用。
Sixth, China is committed to upholding the international nuclear non-proliferation regime and peace and stability in the Middle East. China will maintain communication with other relevant parties with a responsible and constructive attitude and play a positive role for the early and proper settlement of the Iranian nuclear issue.

I said at the outset of this meeting that we should aim to sketch out a clearer and more substantive blueprint for the future of China-EU relations. 我注意到有些外國(guó)在華企業(yè)家對(duì)中國(guó)投資環(huán)境發(fā)表的言論。為加強(qiáng)同他們的交流，我主動(dòng)提出記者會(huì)后與巴羅佐主席共同會(huì)見(jiàn)歐盟在華企業(yè)家代表。在此，我愿意表示，中國(guó)政府堅(jiān)定不移地實(shí)施對(duì)外開(kāi)放政策，致力于為外國(guó)企業(yè)和中國(guó)企業(yè)等所有市場(chǎng)主體創(chuàng)造一個(gè)公平競(jìng)爭(zhēng)的市場(chǎng)環(huán)境。中國(guó)正以認(rèn)真和積極態(tài)度開(kāi)展加入世貿(mào)組織《政府采購(gòu)協(xié)定》談判。涉及政府資金的采購(gòu)和建設(shè)項(xiàng)目，都采取公開(kāi)透明的辦法，平等對(duì)待中國(guó)企業(yè)和在華外資企業(yè)及其產(chǎn)品。鼓勵(lì)自主創(chuàng)新的政策對(duì)中國(guó)境內(nèi)所有企業(yè)一視同仁，不會(huì)把外資企業(yè)排除在外。中國(guó)政府將進(jìn)一步增加決策透明度，規(guī)范行政行為，及時(shí)發(fā)布發(fā)展規(guī)劃、產(chǎn)業(yè)政策、準(zhǔn)入標(biāo)準(zhǔn)、行業(yè)動(dòng)態(tài)等信息。我們歡迎外國(guó)企業(yè)參與中國(guó)改革開(kāi)放進(jìn)程，依法經(jīng)營(yíng)，分享中國(guó)經(jīng)濟(jì)發(fā)展帶來(lái)的機(jī)遇和成果。
I have taken note of the remarks on China's investment environment made by some foreign entrepreneurs in China. To enhance communication with them, I proposed to President Barroso for a joint meeting with representatives of the European entrepreneurs in China after the press conference. Here I want to say that the Chinese government will unswervingly pursue the opening-up policy and endeavor to create a market environment of fair competition for all market players, foreign and Chinese enterprises alike. China is now seriously and actively engaged in negotiations for China's accession to the Government Procurement Agreement of the World Trade Organization. We treat Chinese and foreign enterprises and their products as equals in procurement and construction projects involving government funds in an open and transparent way. The policy of encouraging indigenous innovation provides the same treatment for all enterprises that operate on Chinese soil, and foreign enterprises will not be excluded. The Chinese government will further increase the transparency of decision making, regulate administrative conducts and provide timely information on development plans, industry policies, access standards and industry development. We welcome foreign enterprises to take part in China's reform and opening-up process, run businesses according to law and share the opportunities and fruits of China's economic development.
第四，國(guó)際社會(huì)要共擔(dān)責(zé)任，鞏固世界經(jīng)濟(jì)復(fù)蘇勢(shì)頭。盡管國(guó)際金融危機(jī)的沖擊正在減弱，世界經(jīng)濟(jì)和貿(mào)易開(kāi)始回升，但真正戰(zhàn)勝危機(jī)還需要各國(guó)在今后相當(dāng)長(zhǎng)的時(shí)期內(nèi)作出不懈努力。特別要從引發(fā)危機(jī)的根源上加強(qiáng)治理，堅(jiān)定不移地反對(duì)形形色色的貿(mào)易保護(hù)主義。中國(guó)愿與歐方在20國(guó)集團(tuán)和其他重要多邊機(jī)制中，就涉及世界經(jīng)濟(jì)金融的重大問(wèn)題加強(qiáng)溝通協(xié)調(diào)。
Fourth, the international community should undertake joint responsibilities and consolidate the momentum of world economic recovery. Although the impact of the international financial crisis is waning and the world economy and trade are picking up, we still need to make unremitting efforts for a fairly long time to come if we are to truly prevail over this crisis. In particular, we should improve governance, addressing the root causes of the crisis, and stand firm against trade protectionism in various forms. China stands ready to strengthen communication and coordination with the EU on major international economic and financial issues within the G20 and other major multilateral institutions.
第五，應(yīng)對(duì)氣候變化涉及全人類的命運(yùn)，包括中國(guó)的利益。中國(guó)通過(guò)積極參加哥本哈根氣候變化大會(huì)，向世界表明了致力于推進(jìn)氣候變化國(guó)際合作的堅(jiān)定意愿和實(shí)際行動(dòng)。我們理解歐盟和國(guó)際社會(huì)對(duì)中國(guó)節(jié)能減排的關(guān)注。我要強(qiáng)調(diào)的是，中國(guó)言必信、行必果，不管有多大困難，都會(huì)努力實(shí)現(xiàn)自主決定的控制溫室氣體排放行動(dòng)目標(biāo)。我們?cè)敢庠趫?jiān)持“共同但有區(qū)別的責(zé)任”原則基礎(chǔ)上，與歐方一道推動(dòng)有關(guān)談判不斷取得進(jìn)展。
Fifth, climate change concerns the destiny of all mankind, China's interests included. By actively participating in the Copenhagen climate change conference, China has demonstrated to the world its firm commitment to and concrete actions for advancing international cooperation on climate change. We understand that the EU and the international community pay much attention to China,s energy conservation and emission reduction efforts. What I want to stress is that China will honor its words with result-oriented actions. No matter how difficult the task is, we will endeavor to meet our voluntary target for controlling greenhouse gas emissions. We want to work with the EU to push for progress in the relevant negotiations on the basis of adhering to the principle of "common but differentiated responsibilities".
第六，中國(guó)致力于維護(hù)國(guó)際核不擴(kuò)散體系，維護(hù)中東地區(qū)和平穩(wěn)定。中方將繼續(xù)本著負(fù)責(zé)任和建設(shè)性態(tài)度同有關(guān)各方保持溝通，為伊核問(wèn)題早日妥善解決發(fā)揮積極作用。
Sixth, China is committed to upholding the international nuclear non-proliferation regime and peace and stability in the Middle East. China will maintain communication with other relevant parties with a responsible and constructive attitude and play a positive role for the early and proper settlement of the Iranian nuclear issue.

I said at the outset of this meeting that we should aim to sketch out a clearer and more substantive blueprint for the future of China-EU relations. Thanks to the concerted efforts of both sides, we have achieved the set objective, and laid a solid foundation for the 13th China-EU Summit to be held in Europe in the latter half of this year.
