2，由于政府的官員為了樹立良好形象，而不愿意花錢來maintain，企業(yè)會幫助maintain。

1，如果基礎設施賣給企業(yè)，短期內獲得資金，但是長期發(fā)展，政府的花費將更高
2，企業(yè)不會去maintain因為是短期利益，反而會將Infrastructure使用的更糟，professor距離說water system
3，由于政府將使用權轉給企業(yè)，企業(yè)處在壟斷地位，沒有競爭力更不會投入資金提高技術含量
