Blacksmith Institute is an international non-profit organization dedicated to solving pollution problems in low- and middle-income countries, where human health is at risk. Since its inception in 1999, Blacksmith has completed more than 50 clean-up projects in 21 countries. Blacksmith works closely with national stakeholders from communities, industry and governments, and coordinates with key organizations such as the World Bank, United Nations Industrial Development Organization, the Asian Development Bank, and the European Commission, many of which provide funding.
Blacksmith Institute China Programme focuses on locations throughout China where human health is most affected by pollution. Blacksmith Institute China Programme supports its local partners with more than just grants so that solutions can be implemented in the most cost effective and direct manner. As a solution-exchange provider, Blacksmith Institute will work closely with government agencies and other partners, including private sector, to design and implement projects in China.
One of the thematic focuses of Blacksmith Institute Greater China Area is assessment at lead battery manufacturing and recycling facilities in China. This involves conducting environmental and occupational assessments in conjunction with academic society in Greater China Area, local government and facility owners. The assessment results will identify areas the facilities need to address to be compliant with occupational and environmental exposure laws.
Responsibilities
The appropriate candidate will lead the assessments initiative and work closely with the Technical Advisors from the International Lead Management Centre (ILMC), located outside of China. The appropriate candidate will have experience working with secondary smelters, and an understanding of the dynamics of the industry.
Key responsibilities include:
• Working with Blacksmith's Greater China team to develop and execute strategic plans for both at country portfolio and project levels;
• Overseeing and evaluating the environmental aspects of Blacksmith’s LAB and ULAB projects in China: technical feasibility, logistical practicality, and effectiveness;
• Conducting Environmental and Occupational Assessments at facilities in locations where LAB manufacturing industry is operating;
• Ensuring effectiveness of technological interventions, and best practices for health and safety at all project sites;
• Leading a team of assessors, researchers and government officials through the process of planning toward compliance;
• Working with the project partners, and managing the environmental and technical elements of project deliverables;
• Communicating effectively with the project Technical Advisors, who are located outside of China;
• Working closely with Technical Advisors and Head office, including preparing reports to Technical Advisors and the head office, case study reports, presentations, brochures, and publications; relaying the specifications of assessment results to the International Technical Advisors;
• Participating in the regular project partner meetings and presenting public speeches at related conferences and other events, on behalf of Blacksmith Greater China Area.
Requirements
• A Bachelor or a Master degree, or equivalent in Industrial Engineering, Chemical Engineering, Industrial Design, Environmental Engineering, Environmental Economics or related fields.
• University degree in Environmental Engineering, Environmental Economics or related fields, combined with specialized experience in similar organization’s, may be considered in lieu of a Master’s degree;
• Well organized with a proven track record of project planning and implementation of bilateral or multi-lateral projects;
• Experience with the lead industry;
• Advanced knowledge of lead smelting processes and practices;
• Advanced knowledge of industrial design best practices for smelters or related facilities;
• Fluency in the technical jargon of the lead and lead recycling industry;
• Proven understanding of lead-related environmental and occupational health issues resulting from the smelting process;
• Knowledge of pollution issues in China and government laws and regulations regarding toxic pollution and waste disposal;
• Native fluency in Chinese and professional proficiency in English.
