Five provinces, municipalities and autonomous regions across China have issued their 2016 guidelines on wage increases, heralding a smaller wage increase this year as most wage growth rates fall.
    近日,全國(guó)已有五個(gè)省市區(qū)發(fā)布了2016年的工資指導(dǎo)線,且工資增長(zhǎng)率多為下調(diào),這預(yù)示著今年工資增幅將放緩。
    As of July, municipal governments in Beijing, Tianjin and the provincial governments in Shandong, Shanxi and the Inner Mongolia autonomous region have laid out suggested wage increase levels for enterprises.
    截至7月,北京、天津、山東、山西和內(nèi)蒙古五個(gè)省市區(qū)的地方政府公布了企業(yè)工資的建議增長(zhǎng)水平。
    Guidelines on wage increases, introduced in 1997 in China, can be divided into three levels: average suggested wage increase, maximum suggested wage increase and minimum suggested wage increase.
    關(guān)于工資增長(zhǎng)的指導(dǎo)線,是在1997年引入中國(guó)的,可分為三個(gè)層次:工資增長(zhǎng)預(yù)警線、工資增長(zhǎng)基準(zhǔn)線和工資增長(zhǎng)下線。
    Data shows the average suggested wage increase of the five regions all dropped to below 10%, with Shanxi recording the biggest decline of 3%.

    Su Hainan, vice president of the China Association for Labor Studies, said as China's economy faces downward pressure, the growth of wages should be in accordance with economic growth.

    The guidelines are usually released in the first half of the year. Guidelines on wage increases are "based on a region's GDP, price rising level, labor productivity and overall wage level of last year", Su says, adding that it is not compulsory for an employer to increase wages according to the guidelines.
    該指導(dǎo)線通常于每年的上半年發(fā)布。蘇海南稱(chēng),工資指導(dǎo)線是根據(jù)地區(qū)生產(chǎn)總值、物價(jià)上漲水平、勞動(dòng)生產(chǎn)率和上一年度的工資總體水平得出的。他補(bǔ)充說(shuō)道,雇主并非必須按照工資指導(dǎo)線漲薪。
    "If maximum suggested wage increase sets too high, employers will feel hard to pay labor cost, impairing their competitiveness in the market. If minimum suggested wage increase is low, employee' life will be affected by the rising goods prices", Su said.
    蘇海南表示:“如果工資增長(zhǎng)預(yù)警線太高,那么雇主會(huì)覺(jué)得很難支付勞動(dòng)成本。如果工資增長(zhǎng)下線太低,那么職工的生活將會(huì)受到物價(jià)上漲的影響。”
